It represents Spain\u2019s territories and works alongside the lower house, the Congress of Deputies, to create and approve laws.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senators are chosen through a mix of direct elections and appointments by Spain\u2019s regional parliaments. The Senate reviews legislation passed by the Congress, can propose amendments, and has a special role in matters involving Spain\u2019s autonomous communities.
